If you are in a small outage area (~50 or less) then there is almost no way the 8pm estimate will be hit. I mean look at all of the other estimates. It is impossible for all of them to be hit. I don't know why they even give estimates like this honestly. I think they have only been right twice and that was when we were part of the only outage area.
